Today launched a platform for broad public discussion of draft laws and other state initiatives regarding the Internet, information technology and related areas "Talking Over Internet"

As the opening words to the opening of this site we've published this mini-Manifesto:

All of us, using advanced means of communication, those who used to live and work in the network, those who believe that the latest technologies in the it field and is the engine of progress and an important component of the economy, it is obvious that the introduction of unjustified restrictions in the field of Internet is an obstacle and a brake on the development of society and the state.

We don't want to be cut off from the discussion of new legislation in the field of Internet and information technology. We do not care what decisions are made and we want our opinion to be heard. Because the Internet is our environment, our home and the place where we found a use for their talents, business ideas, freedoms and ways of expression.

We are ready not only to comment but also to propose, discuss and come to consensus solutions for the identified problems.

We do not agree that public opinion is not taken into account. For all those of us who are not indifferent to the fate of the Internet in Russia, only real public discussion with the involvement of a large number of experts have meaning and legitimacy. We will ensure that our suggestions and comments on legislative acts in the field of Internet and information technologies were significant and obligatory for public authorities.


As the first ball, we propose to conduct the widest possible public discussion of a new version of “anti-piracy” law proposed by the Ministry of culture, is already known to offer million-dollar fines and expanding the list of categories of copyright works, which will be locked and new encumbrances for owners of Internet resources, hosting providers and Telecom operators.

Habré was news about the law act, which the Ministry of culture has recently presented to the state. Regulation.gov.ru. The Ministry of culture collects the suggestions and comments by e-mail in the period until 9 February. No live interactive exchange of views is not provided. The further fate of such proposals remains unclear.

We do not agree with this principle of public discussion.

We have created a special platform where every Internet user can not only to assess the law as a whole, but also to comment on every article separately and vote on suggestions from other users. A new public square should act as an alternative to state systems discussion of draft laws, which either do not work systematically, or only create the appearance of work.

At the same time a new resource “Talking Over the Internet” be open to absolutely everyone. It is planned to engage experts from the IT industry, public and non-profit organizations, political parties, as well as the authors of the bills and representatives of state structures. Naturally, the site is open to all Internet users.
To fully use the facilities we offer to log in via your chosen social network. But it remains a possibility and just leave your comment without logging in with limited functionality.

Also already plan to introduce new sections and additions to the site, but in order not to waste the limited time of discussion we decided to launch this portal already now, otherwise it will be lost opportunity to present to the officials the consensus opinion of the public and IT professionals to introduce a bill of the Ministry of culture to the state Duma.

We provide not only share opinions, but we will convey them to relevant departments and to publish information about, “as officials arrive from the comments and suggestions on the bills received from the public.”

“Anti-piracy” law from the Ministry's only the first act, which appeared at “Talking Over the Internet” created for conducting public discussions of controversial laws. Further the court companies will be offered to bills and other documents relating to regulation of the Internet sphere, IT industry, e-democracy and related areas, which are represented on any state or industry web portals, or already submitted to the state Duma.
